Job Summary:

The HSSE Manager is responsible for managing and driving all initiatives aimed at providing a safe work environment to Wakefield employees, contractors, visitors and customers through leadership, coaching and supporting Wakefield’s Health Safety Security and Environment Management systems. The HSSE Manager will work collaboratively with managers and employees to support Wakefield’s objective of proactive risk management and incident reduction. The HSSE Manager will ensure ongoing compliance with all relevant legislative and internal operational requirements, as well as contractual requirements of strategic partners, and work with managers to ensure understanding and consistent application of these requirements across the organization. The HSSE Manager will partner with management and employees in the various departments on policy development and implementation, training, monitoring and change initiatives to ensure safe operations across the organization, as well as enable and drive improved HSSE performance and competency. The HSSE Manager will provide expertise and mentoring to local site HSSE designates and Safety Committees to ensure thorough understanding of their responsibilities related to the management of HSSE issues, policy and procedure implementations and training. Due to the complexity of operations, the HSSE Manager will dedicate a significant amount of focus on Supply Chain operations (i.e. Manufacturing Plant, Warehousing and Distribution).

 

Key Accountabilities:

  • Leads and supports the implementation of HSSE program changes and initiatives in such a way that they are well understood, effective and sustainable.
  • Work closely with the VP, Supply Chain to ensure effective implementation of HSSE processes, programs, policies and systems. Monitoring on an on-going basis to ensure that they are appropriate for Wakefield’s various operations and showing continuous improvement.
  • Ensure ongoing compliance and interpretation to internal HSSE procedures as well as regulatory requirements. Develop and maintain HSSE policies and procedures to ensure compliance and manage related training requirements.
  • Ensures that required regulatory permits (safety and environmental) are up to date and that annual reporting requirements are met.
  • Partner closely with the Director, Procurement & Planning to ensure all regulatory requirements are addressed from an HSSE perspective as it relates to shipping and receiving of raw materials and collaborate to ensure appropriate plans/adjustments are developed to meet evolving operational and legislative/regulatory requirements.
  • Collection and analysis of HSSE and related KPI’s with an emphasis on leading indicators and continuous improvement. Development of reporting to communicate HSSE performance across the organization to clearly provide a view of our current HSSE results and future direction.
  • Provides strategic and tactical leadership for HSSE Culture.
  • Ensures Wakefield’s HSSE policies and procedures are clearly articulated, understood and are followed by all contractors/organizations performing work on behalf of Wakefield.
  • Act as HSSE Subject Matter Expert (SME) during spill and incident response and ensure the designation and training of local site response designates/teams.
  • Lead the incident investigation process, including Root Cause Analysis and identification of corrective actions.
  • Track and maintain audit and investigation findings and corrective actions to ensure items have been addressed and actions completed on time and assist with removing any barriers to completion.
  • Ensures robust HSSE policy framework and monitors on an ongoing basis:
    • Spill and incident response: maintenance of related spill and incident response plans, working with related external contractors, organizing on-site training and drills to ensure competency for spill and incident response
    • Capital project proposals to assure compliance with HSSE requirements: safe completion, safe start up, compliance with all applicable company rules, environmental laws and regulations
    • Monitoring potential sources of emissions and waste streams that may be regulated
    • Permitting process for all operations with specific emphasis on Plant Operations and process to ensure permit submissions are made on time
    • Environmental laboratory analysis review and processes to address gaps/findings
    • Monitoring inventories of hazardous materials and wastes; determines proper disposition framework and execution for all waste materials
    • Centralized maintenance of all air emission, wastewater, hazardous waste, and solid waste records and permits
    • Facility security
    • Third party/contractor prequalification and performance monitoring including training, permitting, oversight practices and processes
  • Maintain positive collaborative relationships with the HSSE network within our key strategic partner to ensure consistent HSSE practices.
  • Develop and maintain positive and proactive relationships with site management, employees and external regulatory agencies (i.e. Ministry of Labour (MOL) and Ministry of the Environment and Climate Change (MOECC)).
  • Support site management to ensure early and safe return to work by participating in Return to Work planning and identification of potential barriers and solutions.
  • Coach, guide and assist managers and employees in understanding their responsibilities related to management of health, safety and environmental issues.
  • Responsible for ensuring that Wakefield submits all taxes, fees and reports associated with hazardous waste disposal.

 

Key Competencies:

  • Experience and competence in developing and implementing HSSE programs
  • Ability to engage, coach and influence site managers and employees to adopt HSSE policies, programs, training and new initiatives, with a target of 70% “in field” interaction
  • Ability to plan strategically as well as to act tactically when required
  • Strong working knowledge of Occupational Health and Safety, Health Canada Regulations, Ministry of Transportation, Transportation of Dangerous Goods, WHMIS, GHS and Hazardous Product Act.
  • Ability to develop and deliver impactful training programs to engage participants, achieve HSSE compliance and promote consistent safe behaviours
  • Strong problem solving skills
  • Ability to lead and influence others in a team environment
  • Strong written and verbal communication skills

 

Direct Managerial / Supervisory Responsibility

  • Direct management of Coordinator role

 

Education / Experience:

  • University Degree or College Diploma in a related field, preferably in health and safety or environmental.
  • 5-7 years of experience in the environmental and safety field or related work experience.
  • Manufacturing and Warehousing experience is a definite asset.
  • Experience in managing positive relationships with regulatory agencies
  • Experience in review of new and proposed legislation and regulation and review and development of policies and processes
  • Highly collaborative individual with strong influencing skills
  • Proven coaching and training experience
  • Excellent computer literacy and proficiency is essential
  • Some cross Canada travel required.

 

Working Conditions:

  • Office environment
  • Regular plant operations/warehouse/distribution environment which would require the use of all necessary PPE (glasses, hard hats, boots, etc)
